Best Laptop Cooling Pad

What’s the best laptop cooling pad out there?

I’m looking for one that is under about $40 and IS NOT one that requires you to plug it into your computer via USB. I’d like people to respond with personal experience that can tell me how long the pad they are recommending will stay cool (hours, minutes, etc). The longer the better of course.
